Stellaris 4.5.2 empire builder

Pick ethics (3 points), an authority, an origin, 2 civics, a species class and its traits: every pick is checked against the rules in the game files — 234 civics, 62 origins and 186 traits. Rules the builder cannot evaluate (ship appearance, homeworld class) are listed as not checked, never passed.

How the builder checks

Every rule comes from the files; the order of checks and the wording are ours.

  • Ethics: exactly 3 points (MIN_ETHIC_POINTS), one ethic per axis; Gestalt Consciousness takes all 3.
  • Authority, civics and origin: their potential (whether the game lists them at all) and possible (whether they can be picked) in the game's list syntax — ethics, authority, civics, origin, species class and archetype, country type, nomadic or not.
  • Civics: 2 slots at the start (GOVERNMENT_CIVIC_POINTS_BASE); a civic another one forbids fails both.
  • Species: the class's own rules (some classes are closed to machine authorities), trait points and picks from the class or its archetype (common/species_archetypes), plus what the origin and civics add (Overtuned, Natural Design, Mechanists: `<archetype>_species_trait_points_add`); traits with cost 0 do not use a pick.
  • Traits: archetype, species class, origins, civics and ethics each trait allows or forbids, opposites both ways (also against traits the origin or a civic gives), offered at creation (initial). A trait with its own portraits (portrait_override) is valid for those portraits whatever the class: not checked, as the builder picks no portrait.
  • Not checked: ship appearance (graphical_culture), homeworld planet class (preferred_planet_class), whether a trait the origin gives by itself costs points (shown when it decides the verdict), DLC you own (the builder reads the rules with every DLC).
  • Start from: 45 of the game's premade empires (prescripted_countries). A premade empire is listed when its playable trigger can be true for a player who owns every DLC: empire_design_never (always = no) and the stand-ins the game shows only without a DLC are left out. Left out: United Nations of Earth, Commonwealth of Man, Yorphian Extractorate, Tebrid Homolog, Earth Custodianship, XT-489 Eliminator, Iferyx Amalgamated Fleets.

Empire builder: questions

Which civics can't be combined in Stellaris?

A civic whose rules forbid another can't be taken with it; every civic page lists its clashes, and the builder marks a clashing pick with the reason.

How many civics and ethic points does an empire get?

3 ethic points and 2 civic slots at the start in Stellaris 4.5.2 (common/defines).

Can I share a build?

Yes: the address holds the whole build (ethics, authority, origin, civics, species class, traits); Copy link copies it.
