An empire spends exactly 3 ethic points: a regular ethic costs 1, a fanatic one 2 and Gestalt Consciousness all 3. Ethics sit on 4 axes plus the gestalt one, and an empire takes at most one ethic per axis (common/ethics, Stellaris 4.5.2).
