The Galactic Council is an elite governing body within the Galactic Community, composed of the most powerful member empires by Diplomatic Weight. Council members wield special privileges, including the ability to propose emergency measures, veto resolutions, and steer the galactic agenda.

Council seats are limited and subject to change, with membership determined by relative diplomatic power. While intended to safeguard galactic order, the Council often becomes a crucible of ambition, where the strong entrench their dominance and the weak conspire to break it.
