Constitutional Freedoms is a modifier in Stellaris 4.5.2: +30% Worker Political Power, +5% Worker Happiness, +5% Specialist Happiness and -10% Elite Happiness. The game adds it through the event "Crossroads" (option "We will give them what they want") until removed.

We made a deal to placate our enemies. Concessions were made, including granting them the freedom to pursue many of their agendas.
