How to get Cybrex Mining Hub
Research in Stellaris is drawn: each area offers 3 cards at a time, weighted by each technology's draw weight (here 0) and its weight modifiers. Tier 4 opens after 6 tier 3 technologies of the same area. As a rare technology it is drawn less often, and some rare ones only appear after an event, a relic or a special project.
It needs no other technology.

In the game
To build their ring world, the Cybrex relied on highly efficient mining drones to survey and harvest orbital resources. Cybrex-made memory chips and sensors could augment our own mining operations, so that we might put their millennia old algorithms to good use.
Console command
Typed in the game's console (the ~ key); achievements are off for that game.
